The United Cities and Local Governments of Africa (UCLGA) is an association of municipalities and national/regional local government associations in Africa. It was founded on 18 May 2005 in Tshwane, South Africa, to be a single voice and representative of African local government, to build capacity within African local government and to mobilise resources and facilitate development based on relevant priorities in the local communities of Africa. Membership to the UCLGA is categorized into active, associate and honorary.
With the establishment of the African Union (AU) political unity was cemented at the macro level of governance on the continent.
With the establishment of the New Partnership for Africa's Development (NEPAD) a macro economic development programme was designed for the continent.
At the micro level, however, and both politically and economically, there was still a void in the continent. That is why, even with the intervention of the AU and NEPAD, major political and economic development challenges remained. Quite often national level plans did not filter down to the communities at the local levels of existence because of the non-involvement of local authorities and governments.
The UCLGA, linking, as it does, African villages, towns and cities, has been founded to address that gap, thus complementing the national level AU and NEPAD programmes, and giving ownership thereof to the local communities, thus enhancing their chances for success.
