ANNEX I

Africities Summit

Yaounde , Cameroon , 2 – 6 December 2003

DECLARATION OF MAYORS AND LOCAL AUTHORITIES

The mayors and Local Authorities that attended the Africities 3 Summit met in Yaoundé on 06 December 2003 in Constituent General Assembly and took the following decisions:

  1. The setting up of an Pan-African organization unifying the existing three continental organizations, namely AULA, UCCLA and UVA. This organization shall be called provisionally the United Cities and Local Governments of Africa, UCLGA.

2.       The setting up of a UCLGA Interim Management Council made up of forty-five (45) members including the leaders of the three continental groupings that are merging within the new organization, namely AULA, UCCLA, UVA.

3.       The 45 members of the interim management committee shall be designated as per integration sub-region based on the two categories of members proposed by the world organization of united cities and local governments, namely, the category of national associations of local authorities, and the category of cities. The assembly also passed a decision on the distribution of members of each category for each integration sub-region (Northern Africa, West Africa, Central Africa, East Africa and southern Africa ). The designation of members of the interim management council falls under the responsibility of national associations of cities and local authorities of each of the integration sub-regions. A one month time-limit has been set for each sub-region to forward the list of nominees and as per category of members that will represent it within the UCLGA interim management council.

4.       The elected Chair and Vice Chairs are as follows :

    • Chair , Father Mkhatshwa, AULA Chairman
    • First Vice-Chair,  Baddreddine Senoussi, UVA Secretary General
    • Second Vice-Chair , Arthur H. Canana, UCCLA Vice-Chairman

5.       The Assembly accepted the proposal of the Interim Chairman to appoint Mr. Daby Diagne, as special advisor to the interim management council.

6.       The Assembly received the proposal of the Delegation of the Kingdom of Morocco and its government to host in Rabat the Headquarters of the new organization. The Assembly also approved the proposal of the Interim Chairman to send as soon as possible to Morocco a technical assessment mission.

7.       Africa will speak with a single voice at the world congress of united cities and local governments, scheduled to take place in May 2004, under the umbrella of the United Cities and Local Governments of Africa, UCLGA. The UCLGA interim management council is in charge of preparing the papers and of leading an African delegation to the World Congress of May 2004 in Paris .

8.       The UCLGA interim management council is also in charge of finalizing the constitution of the new organization, defining the recruitment terms of personnel, and of taking a final decision on the name of the new organization.

9.       Besides the interim management council should prepare the congress that will mark the unification of the African movement of local governments. Between now and the organization of this congress, the continental organizations that will merge within the new Pan-African organization will carry out their dissolution in accordance with their respective statutes. The interim council should also seek technical and financial assistance.

10.   The Assembly requested the MDP (East and West) to fulfill a technical and institutional support role for the whole process.
