African local governments raise their voice in the Global
Climate Change debate
From 29 – 31 July 2009, the UCLGA, in partnership with ICLEI
Local Governments for Sustainability hosted an African Local
Government Climate Change Summit in Tshwane (Pretoria), South
Africa.
The aim of the Summit was to facilitate a horizontal and
vertical mobilisation towards concrete action and a consolidated
voice from African local governments regarding the UN Climate
Framework. The two and a half day event provided a platform to
participating African local governments to unpack the climate
debate, the practical implications, priorities and needs for
action at the local level and to gain an understanding of the
role and position of Local Governments in the post-2012 Climate
Framework negotiations.
Countries that were represented at this event included Botswana,
Burkina Faso, Cameroon, Kenya, Malawi, Mozambique, Namibia,
Nigeria, Rwanda, Senegal, South Africa, Tanzania, Uganda and
Zambia.

This Summit forms part of the Local Government Climate Roadmap
process which aims to mobilise and strengthen the involvement of
Local Governments in the climate debate towards a strong
post-2012 Climate Agreement and the implementation there-of. The
global process is being facilitated by ICLEI – Local Governments
for Sustainability and United Cities and Local Governments
(UCLG), supported by Metropolis, C40 Climate Leadership group
and the World Mayors Council on Climate Change (WMCCC).
The main outcome of the Summit is the African Local
Government Declaration on Climate Change.
