Capacity Building (CB) and Development 

Ref: CB4 - Information Communications Technology (ICT) 

1. Facilitate the development of, and subscription to, e-government portals such as Open City Portal. 
2. Re-focus e-governance strategies towards the acquisition and development of the required ICT infrastructure across Africa by pooling national and regional efforts into a synergistic whole.
3. Promote knowledge-sharing and greater cross-learning in local government by partnering academic institutions which offer distance and e-education.
4. Initiate ICT Africa which will be a biennial conference to assess the state of ICT paucity in African local government and identify strategies that can be developed to harness ICT for local government development.
5. Collaborate with knowledge management institutions such as the Knowledge Management Africa initiative.
